Well you can send flowers to Iran by just Google searching Send Gifts or Flowers to Tehran. I think if you dont know the family you can send a card to your friend and make it as simple as that. You can send flowers in black ribbon and write a nice little card and mail it to the US address. I am sure they will understand especially if you are non-iranian yourself.

Norooz is the Persian New Year celebration which starts the first day of the first month in Iran. (1st of Farvardin = March 20th = 1st day of spring) .Their celebration involves the "Sofreh"
"Sofreh" means spread,the floor of which is usually a nice rich material or embroidered fabric.The spread contains the seven specific things that start with "S".
In addition to the seven items, you may place additional items on the sofreh that will signify renewal, happiness, wealth, good health or any thing that you desire for the New Year.
Iran was called Persia not long before, hence the word Persian can be legally used for nationality, meaning Iranian. Persian could also refer to the language spoken mainly in parts of Iran/Tajikstan/Afghanistan -- and each variant of Persian can be called Farsi/Tajiki/Dari -- And, the same word could be used to refer people to speak the language
I think companies do but not sure if people pay sales tax!
Although I am sure in a corrupted environment lots of businesses bribe the financial auditors and scam the system and pay much less tax to the government.
